His political career took shape when he served on the Fort Wayne City Council for five terms from 1984 to 2004, representing the Third District. Despite facing challenges, including a narrow victory in 1995 and an unsuccessful reelection bid in 2003, Henry remained dedicated to serving the public.

In 2007, Tom Henry successfully ran for the Democratic nomination for mayor and subsequently won the mayoral election. He went on to win reelection in 2011, 2015, and 2019, making history as the first Democrat in Fort Wayne to win three consecutive terms as mayor. His dedication to his role was evident in his decision to seek reelection for a fourth term in 2022, ultimately becoming the first mayor of Fort Wayne to be elected to five terms in office.
